General Summary

The Police Digital Data Analyst is responsible for the management, support and repair of Body Worn Camera and digital data systems. They perform intermediate level work in monitoring the body camera system and processes, in securing surveillance video, and proper storage of data from live video camera feeds and body cameras. Provides complete case files of discoverable materials and duplicate digital media as requested, in accordance with the Colorado Open Records Act (CORA) and Colorado Criminal Justice Records Act (CCJRA). Works as an integral member of the Evidence / Chain of Custody Team assisting others as needed or required. May provide general oversight on digital data systems processes and technicians performing the process. This position will also cross train with the evidence specialist position to help when the evidence technician is not available.

Essential Functions

The following duties are illustrative only and are not intended to be all inclusive:

Performs duties providing general oversight on technicians performing the workflow process to download, upload and archive digital data, including training peers on the process, equipment, and software.
Establishes appropriate procedures and processes to perform the functions of the process in a smooth and orderly fashion.
Consistently adheres to chain of custody standards set by law and the department
Creates case files of discoverable materials
Duplicates digital media to include Body-Worn Cameras, photographs, and audio files (telephone, radio, etc.) as requested
In accordance with department’s policy and law, edits footage from various recording devices to redact protected information and images prior to public release.
Extracts detailed evidence obtained from audio and video media sources to assist investigations.
Operates and maintains agency related audio-visual and related electronic equipment and software.
Coordinates with City IT staff to maintain current and efficient computer/IT interface with department audio / video equipment
Creates compilation videos from various media sources to create a coherent complement to raw DVR footage.
Testifies in criminal or civil court or other public hearings to verify the integrity of evidentiary data collected or protocols followed for collection and redaction in order to authenticate such media.
Will cross train with the evidence specialist position to help when the evidence technician is not available.

Typical Qualifications

KNOWLEDGE: Office operations including filing, bookkeeping and record keeping; purchasing procedures; knowledge of the principles and practices of law enforcement and law enforcement equipment. Familiarity with computers to include word processing, spreadsheets, databases and other software. Basic crime scene investigative techniques and principles. Principles and procedures of evidence collection, processing and storage. Laws, ordinances, codes, regulations and rules regarding collecting evidence at crime scenes. SKILL: Demonstrated skill in preparing written reports, using computer and digital recording devices, manipulating data obtained from digital recording devices and completing projects in a timely manner; and operation of equipment necessary to perform the functions of the job. ABILITY: Communicate effectively orally and in writing; maintain clear, concise and complete records; interact effectively with others. Ability to handle detail work, maintaining a high level of accuracy and thoroughness of records. Use of a wide variety of photographic and processing equipment including cameras, lenses and video cameras. Collect, process and compare latent print collection. Develop and maintain working relationships with superiors, coworkers and the community. Remain calm and exercise sound judgment and maintain utmost confidentiality. Demonstrated ability to prioritize tasks effectively and work independently with minimal supervision. Demonstrated competence in problem solving and conflict resolution skills. Demonstrated ability to work effectively with computer systems, technology, department and City staff, including the ability to convey complex or technical information to others. Demonstrated ability to work with confidential information. Ability to provide supervision to others. Must have a valid driver’s license and acceptable driving record. Have and maintain acceptable background information, including criminal history and credit history.

Special Requirements

Possess and maintain a valid Colorado Class “R” driver’s license with a safe driving record. Ability to pass a thorough background investigation.
