Description of Job
About the Position The Major Projects and Operations Strategic Communications Lead position will manage communications and public affairs strategies, tools and activities for Tier I projects across the state, such as the I-70 West Vail Pass Auxiliary Lanes project, I-70 Floyd Hill to Veterans Memorial Tunnels and I-270 improvements. The position will oversee strategic project communications, public affairs, strategic planning and internal communications for major projects. The Major Projects and Operations Strategic Communications Lead will reports to the Regional Communications Lead and is the expert in the exchange of information related to CDOT’s major mobility and capacity projects. The position will also have a collaborative reporting line to the Chief Engineer, Director of Maintenance and Operations and Tier I Project Directors for day-to-day implementation of communications strategies. Major duties and responsibilities include, but are not limited to:
Manages major incidents and maintenance and operations communications working with DMO and Traffic Management Centers, including strategic planning, implementation of tools and activities and coordinating and collaborating with DMO and CTMC staff;
Provides expertise in issue management, public engagement/involvement, public affairs, media relations, social media, event planning and web content;
Approves all media content and messaging prepared by consultant team; and communication-related expenses;
Ensures multi-cultural awareness as appropriate in communication materials;
Develop strategies for overal communications approach, sets guidelines for the day-to-day operations for the CDOT communications team, the consessionaire/contractor team and the Division of Maintenance Operations.
Serves as the primary spokesperson for project initiatives and interacting with the media regarding key issues and project milestones;
Hosts regular meetings, briefings, updates as necessary;
Serves as CDOT’s DMO communications liaison with Colorado State Patrol (CSP) and other emergency responders for incident management communications and to serve, as appropriate, on various task forces for different initiatives with attention to communications policy implications or discussions;
Produces and disseminates information immediately during major incidents, determining the appropriateness of information and deciding what will be released and when;
In the absence of the Director of Communications, acts as spokesperson, traveling to site of crisis if feasible and managing communications with media and public;
Delegates roles to various members of the Office of Communications.;
Other job duties as assigned.
Work Environment:
Primarily 8:00 am – 5:00 pm work hours, Monday-Friday.
Travel required during work hours to the Region, project offices and onsite locations.
Required to operate CDOT vehicles.
Operate in a politically sensitive environment.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications
Bachelor’s degree from an accredited college or university in Communications, English, Journalism, Marketing, Public Relations, or a closely related field.
AND at least five (5) years of professional leadership experience in public relations and/or internal communications to include strategic planning and experience with issue management.
Substitutions
Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, may substitute on a year-for-year basis for the required Bachelor’s degree but not for the specific experience.
A Doctoral or Master’s degree in the above listed degrees will substitute for the undergraduate degree and one year of the required professional experience.

A current valid driver license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.
Effective September 20, 2021, employees will be required to attest to and verify whether or not they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated may be required to submit to serial testing in the future. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination. Vaccinated employees must provide proof of vaccination. Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined by the most recent State of Colorado’s Public Health Order and current guidance issued by the Colorado Department of Public Health & Environment. Comprehensive knowledge and experience of public relations, marketing, and communications, preferably in the public sector;
Years of State service experience related to the duties of this position;
Depth of experience in strategic external communications, transportation safety communications, program/project communications, internal communications;
Knowledge and comprehensive understanding of theories, principles, and best practices of public relations and communications;
Strong writing, editing, and proofreading skills and experience with writing a variety of communication pieces;
Polished oral communication skills;
Ability to work under tight deadlines and be adaptable to changing assignments;
Outstanding leadership skills;
Ability to partner with public and private organizations, special interest groups, elected and appointed officials, in situations which may be politically sensitive;
Highest work/personal ethics and integrity;

Fluency in social media, Microsoft Office Suite (Word and Excel), Google Mail, SAP, and ability to quickly learn other software systems.
